UL 1449 is the product safety standard for surge protective devices, the components and assemblies that limit transient overvoltages on a power circuit, and it classifies them by where in an installation they may be connected.

What the standard requires

UL 1449 is a product safety standard for surge protective devices. It covers how a device behaves when a transient overvoltage arrives: whether it limits the voltage passed downstream, whether it fails safely, and whether it continues to carry normal load current afterwards. Devices are classified by where in an installation they may be connected, with cord-connected point-of-utilisation devices, the category a power strip falls into, treated separately from devices permanently wired into a distribution panel.

What it does not cover is as important. UL 1449 does not address the safety of the enclosure or the receptacles around the suppression component; that is UL 1363 for a relocatable power tap, and a product needs both determinations to be listed for both things. It is not a procurement rule and says nothing about where a product was made.

A joule rating is not a UL 1449 rating. Joules describe how much energy a suppression component can absorb before it degrades, which is a manufacturer's figure and a useful one, but it is not the measurement UL 1449 makes and the two are not substitutes for one another.

Editions, and why the edition matters here

UL 1449 has been revised several times, and the Fourth Edition superseded the Third in 2014. A certification names the edition it was issued against, which is why the edition appears in what we publish rather than being tidied away.

An edition is not a footnote on this standard. Successive editions changed how devices are classified and what has to be measured and marked, so two certifications to two editions are not the same document with a different date on it. A specification that names an edition is asking for certification against that edition, and the way to establish which edition applies to a given configuration is to ask for the documentation rather than to read it off a catalog page.

A surge rating and a safety listing answer different questions

UL 1449 assesses the surge protective device. UL 1363 assesses the relocatable power tap it sits inside. A cord-connected strip with suppression built in is two things at once, and a buyer specifying one may need evidence of both.

This is the same distinction the UL 1363 page draws from the other side, and it is the most common confusion this catalog produces: a product that is listed to UL 1363 has not thereby been assessed for surge performance, and a product certified to UL 1449 has not thereby been assessed as a power tap. Ask for the determination that matches the requirement you are working to.
